Chat room to discuss services #128

Create new #services room to test, share feedback and discuss exchanges, wallets, payment processors, merchants, OTC. Can also invite operators of such services, and also can act as a place where interested 3rd parties provide preliminary support for their services.

Discussed in #general. Arguments against making a yet another room for services:

"we have so many low traffic rooms already where people could share those experiences"
"it's just hard to keep track of what rooms exist after a while and annoying to have to make sure relevant people are there"

Good points but I still believe it will work. Although it will need to be a bit more than just a discussion room. For example, it could be the main work room for people actively testing services.
