we could have a chat.decred.org with a themed riot and defaults to the decred homeserver (#general)

Advantages:

can remove anti-privacy fingerprinting Google reCAPTCHA (right?)
can stop giving traffic to 3rd party domain
can set Decred homeserver by default
can set custom default theme (guessing here)
perhaps can cut traffict to 3rd party identity service

On 2019-04-11 servers hosting matrix.org and riot.im were compromised and taken down for urgent security maintenance. As a result Decred comms were partially disrupted for several hours.

https://chat.decred.org is up and running.

I tested standard signup flow and did not see any hits too Google. There were only couple hits to non-decred domains, namely vector.im for identity services.
