There were talks about setting up our own newsletter.

Some desired properties:

self-hosted
open source (preferrably good programming language, active development, good docs)
plaintext by default, HTML opt-in
no tracking pixels and similar nonsese
PGP keys for subscriber email addresses
choice of desired language (for translations)
choice of desired subscriptions (short newsletter, full journal, other stuff like security notices)

One proposed candidate was Mailtran.

If 3rd party services are used, the subscription page must include a disclaimer about what entity the email address is shared with, e.g. "Besides Decred newsletter admins, your email will be shared with Mailchimp that is headquartered in Atlanta, USA".

Bonus feature: abstract from email, dispatch to other subscriptions like Matrix DM, Telegram DM, etc. It would be awesome to subscribe via popular messengers.
