Schema files for deegree ogcapi are not published on server #19

Currently the new configuration schema files introduced with deegree OGC API such as features.xsd, datasets.xsd and htmlview.xsd are not published on https://schemas.deegree.org/.

https://schemas.deegree.org/ogcapi/1.3/* - for all deegree OGC API schema files introduced
