Support for WCS 2.0 in deegree 3 #597

Currently deegree 3.4 supports the OCS WCS 1.0 spec. Is there a need to support the recent WCS 2.0 spec? Feedback and contributions are welcome.

The (in draft) INSPIRE technical guidance for delivery of a download service using WCS will specify using WCS 2; currently that implies 2.0, but in the future 2.1 will also be in scope.

The current status of the WCS 1.0 implementation in deegree is that this component hasn't got significant improvements during the last years. There are other OSGeo projects with provide an WCS 1.0 and 2.0 implementation already:
