Proposal to change deegree committee structures

Looking at the activity level of the two deegree committees we have to admit that both, TMC and PSC, have been quite inactive for a while now.

As a consequence progress regarding the acceptance of pull requests for bugs or new features is poor, which leads to a situation where the 3.4 release is still pending.

We at lat/lon like to propose to the community a change of this situation - which could lead to one single committee in the future. As an interim solution we'd also like to propose that the TMC meetings shall be possible whenever at least three persons are present:

• at least one of the current TMC members
• other participants out of the group of top 10 committers as per [1] ​

For this interim solution the TMC members will lose their veto rights and also no quorum of 3 present TMC members is needed to merge a pull request.
