Move the TMC chat logs from https://github.com/deegree/deegree3/wiki to https://github.com/deegree/deegree.github.io

As discussed in today's TMC meeting my current work in progress branch is here.

The listing of the pages is already working, but especially the display of the chatlogs is not sufficient for my opinion, because the links are not converted automatically.
