Replace Weather Function with HTTP state #11

Step Functions has a new HTTP state that can most likely replace this Lambda function. https://docs.aws.amazon.com/step-functions/latest/dg/connect-third-party-apis.html

Not available in CDK quite yet https://github.com/aws/aws-cdk/issues/28278, but could use custom state for now.
