Links do not focus at the first time in d3 layout if mouse is moving after mouse down

In the video you can see that if I move mouse right after mouse down - link is not focused properly. If I wait a few moments after mouse down - it is focused properly

It is still reproducible.

@ivansglazunov please fix this issue.
