A package with ability to send and receive private user messages using VK user token. See also messaging and chatgpt packages.

@Yorik5571 @SonnyRoot @FreePhoenix888 we should update the definition of the task. We need not the data, not all the data.

All we need is ability to make messaging using VK user token possible with the same idea as in messaging and chatgpt packages.
