tslint depricated, and then removed from project, need to realize eslint support

I can do it. Why? I created my ESLint config. It's a package that can be easily integrated into a project.

• I can make a separate NPM package.
• I suggest connecting plugins:
  • eslint-comments;
  • import;
  • jsx-a11y;
  • react;
  • react-hooks;
  • security;
  • sonarjs;
  • typescript-eslint;
  • unicorn;
