This proposal aims to implement simple hover animations for Item components and navbar links, in addition to implementing smooth scrolling.

Functional Requirements:

The software MUST implement smooth scrolling when a navbar anchor tag is clicked.
The software MUST display hover animations for links and Item components that change the color of the element when hovered over.
