Update to 11.3 and improvements from SecJam/TechDay. #6

Update to 11.3. Add docker and dsm_s to runtime levels so when the instance restarts, everything comes up as you would expect.Remove sleep statements in favor of testing for the condition. Veryify the download from download center is sucessful or re-download it.
