Able to construct a Facility on top of another Facility #65

Pre- Requisite: Make sure that the two or three facilities are already 
constructed.
Steps to reproduce the problem?

1. Click on Setup facility button
2. Click on Any facility button in Setup facility for your village sub-
   window
3. Select the position(on top of any consructed facility) to construct the 
   facility in the Terrain.
4. Observe the screen

What is the expected output? 
  Should raise an error : Please select another position to construct the 
  facility

What do you see instead?
   User is able to construct the facility on top of another facility.

What version of the product are you using? On what operating system?

   Version               : Revision 100
   Oerating system       : Windows Xp

Please provide any additional information below.
