Description in the Upgrade facility sub-window is not correct #68

Steps will reproduce the problem

1. Click on 'Upgrade Facility' window
2. Observe the right side text box

What is the expected output? 
   Should display the message : Click on required button to upgrade the 
                                facility

What do you see instead?
    It displays : Please select a facility and press upgrade button to 
                  upgrade

What version of the product are you using? On what operating system?

   Version             :  Revision 100
   Operating system    :  Windows XP

Please provide any additional information below.
