Incorrect initialization of Resources values when Mission starts #72

Steps to reproduce the problem?

1. Start the game 
2. Observe the resouces count and compare with the values in the data files

What is the expected output? 
  Resources are correctly initialized when Mission starts as mentioned in 
  the data files

What do you see instead?
    Resouces values are not correctly initilized

What version of the product are you using? On what operating system?

   Version           :  Revision 100
   Operating system  :  Windows XP

Please provide any additional information below.

Some of the resources as mentioned in the data files are used for creating 
facilities.
