Random placement of people on facility placement #83

What steps will reproduce the problem?
1. Place a facility on the screen

What is the expected output? What do you see instead?
A facility construction starts with poeple around it to show that the people 
are making the facility and then they diverge out and start working around 
the facility. 

What we see instead is the creation of people in the region around the 
facility.
