Increases h1 contrast #4

The contrast of the h1 element is 3.36, which is too low for the size of the text. This increases the contrast to 5.09.

This fixes some of the issues in #3

This is just a copy of https://svn.r-project.org/R/trunk/doc/html/R-nav.css, so it would be better if you file a report on R's bugzilla. But if you prefer to use this for testing and submit a complete patch later, I'm happy to accept incremental PRs as well.

Thanks. That sounds good. There are other changes to r base (or tools) that are needed. Do you think it's better to file a single bug report with a single patch or multiple little reports?

Multiple reports are good for here. Probably a single report with a single patch for R would be easier to incorporate.
