Documentation and release notes should be added for the Ruff Python linter and formatter.
This PR adds linting rules to notebooks and syntax error warnings to the console. The linter is enabled by default and the settings can be configured by the user. Also adds formatting which is disabled by default, but can be enabled on save or formatted at will via the overflow menu in notebooks
