Add details on supported symbols to JS API NumberFormat and DateTimeFormat docs #6314

As a user, I want to know the valid symbols when formatting values in the web client. These should mostly be the GWT DateTimeFormat and NumberFormat with a few minor tweaks like sub-millisecond precision.
