Annoying popup when DH commands fail #42

Deephaven: main after 0.35 Plugin: 1.3 pre

When a python command fails, there is a popup on the right. When a user is in the REPL iterating on the product, this will happen all the time. It may prove to be exceptionally annoying. This should be assessed when there is a REPL, since that will trigger the popup more often.
