build HygonArch SIG #406

HygonArch SIG主要是围绕海光芯片，将海光C86芯片的架构特点、驱动功能、安全技术、上层软件生态等呈现出来。并且结合海光处理器的指令集优势，把海光芯片上层软件技术应用与deepin社区已有的生态相结合，扩大社区操作系统发行版对芯片的兼容性和发挥芯片和操作系统一体化的高性能。

I'm waiting for a deepin-community member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
