Prepare for turning this into a challenge

If we want to do this, I think here are some the steps we want to pursue for preparation:

• [x] Understand Kaggle competitions - write up guidelines and steps
• [x] Read the Plasticc challenge paper
• [x] Read the papers on challenges in astronomy over the last few years (weak lensing, strong lensing, etc.)
• [x] Read the LSST survey design white papers
