Investigated - and posted to the mailing list to say:
The code just outputs the two lines that say:
If you are using a modified DSLR Reset all white balance settings
If you are processing fits images, it recommends setting FitsDDP/Brightness, RedScale and BlueScale to 1.000.
If you are processing raw files, the it recommends setting NoWB and CameraWB to OFF (i.e. Daylight WB), and then goes on to propose setting RawDDP/Brightness, RedScale and BlueScale to 1.000.
It’s always been like that, and TBH I can’t see a pressing need to change it.

But after that, when I setup a process and go to Recommended Settings, DSS seems to think that White Balance processing is still ON, because it offers a blue link to turn it OFF:
