No confirmation when promotion is created

Confirmations should be added, however were not part of the designs. Confirmations can easily be added, as soon as designs are created for their use

Added a Bootstrap alert to the Promotion index view to be shown if a new promotion was just created. I am not going to hide it right now so we do not forget about it.
