Controller has been created and mostly filled in. Needs to be tested for usefulness still

A controller has been created, this feature is not currently useful since we have chosen a very simple pricing strategy to start with. This will come in use as we refine our monetization strategies. ANy bugs in controller and service will be addressed at the time that we actually need this.
