duplicate identifiers - chic tools #848

Duplicate identifiers of reference points (4th column of the annotation bed file) aren`t handled properly by chicAggregateStatistic and the tool crashes, although these entries were automatically relabeled correctly during data preprocessing steps (identifier_1) as intended.
