I also have the same problem, I installed it by conda.

Try upgrading to version 3.7.3. It was uploaded to Conda very recently and includes this commit: https://github.com/deeptools/HiCExplorer/commit/4845c715ec7b105e938d0c2426e27d0181690bfe. Worked for me.
