Imprisoned neutral units #520

In a map with a hero dungeon, I like to see imprisoned creatures included.
However, the current implementation leaves something to be desired:

• Creatures/Heroes that belong to PLAYER_GOOD can be imprisoned at the start
of the map, but they will attack you as soon as you take over the prison.
• Creatures/Heroes that belong to PLAYER0/1/2/3 will starve to death and
count against the portal limit.
• Neutral Creatures cannot be imprisoned. They will walk right out of the
prison and will join you as soon as you are near.

I propose these changes:
1. Neutral creatures to be imprisoned when they start out in a prison.
2. Neutral creatures to not join the player until the prison is captured.

For the first proposal there currently is a workaround available by building
the prison in a locked room. However, just look at the first campaign level
where a prison is introduced to see that this is not ideal.

I thought you could imprison them?

In the editor:
If you place the creature and then make the prison it won't be imprisoned.
If you make the prison and then place the creature it will be imprisoned.

They will starve though and join the heroes as a skeleton afterwards. (Or they
just die if it's a non humanoid)
