I used this tool once wayyy back in my first few months of TF2, and it worked like a charm. Sadly, after some time of reconsidering my current applied decal and buying a new decal tool, it no longer works. I believe this is because I recently uninstalled TF2 from my hard drive and then reinstalled it onto my new SSD and thus has a new location. Though of making a junction file that tricks the program into thinking it is on my hard drive, but I don't know where the junction should point at in the first place.
