Migrate Lambda module to its own repo

To conform to the established pattern, we should migrate the terraform lambda module to its own repo for independent testing / versioning.

AC:

• [ ] There is a new repo created with our testing pattern and an example
• [ ] This repo example is updated to point to it and the module is deleted here
