allstar doesn't fit our usecase. It mainly handles security things, whereas we need repo configuration and security things. We are now using a reusable workflow that uses github's rest api. https://github.com/defenseunicorns/delivery-github-actions-workflows/blob/main/.github/workflows/repo-config.yml
