Composable Validation process

Support during development to break Validations in discrete chunks to optimize identifying data to collect and development of policy for a provider to evaluate.

Describe the solution you'd like

• Given a validation is being developed
• When dev validate is ran
• Then Lula can pull policy references from a co-located file

Describe alternatives you've considered

Continue to develop validations as-is. Typically copy/paste policy to an additional editor.

Additional context

The ask here may only be the separation of policy into it's own file and use by reference

Needs more refinement - want to capture placing "policy" in a separate file and referencing for development before composing into a full validation.
