Skip testing when changes are only for documentation

In submission of changes for documentation - skip running the test workflow. Particularly release please pr's are sometimes stuck on the test workflow.

Additional context

Future integration of tools that check for spelling (cspell) may be nice to have for other documentation tests.

There may be impacts to doing this with regards to external security scanners and not running specific scans/tests on every PR. We should evaluate baselines such as OpenSSF scorecard and security best practices.
