Dev: Create an empty/sample validation for user to start from

It would be useful to have a command to quickly generate a Lula Validation, with a uuid, provider, domain fields

Describe the solution you'd like

• When lula dev gen-validation (or something, possibly including flags for kubernetes domain data / opa and sample rego)
• Then validation.yaml is created

Additional context

Just to give users a somewhat shortcut to creating validations, could also be useful for tool-calling AI to create validations
