feat: Initial component generator #115

Adds GitHub action to use our component-generator repo that takes the OSCAL files from the capability repos and combines them into a larger single OSCAL file for a package.

Uses a config file to fill out the OSCAL metadata and to tell it either local OSCAL file paths (none in this case) and/or remote file paths.

Also updated renovate to track these repo versions and to update the config file.

Just realized the OSCAL isn't in the tagged versions of the capabilities yet. Will convert to draft until each capability has a tagged release with OSCAL.
