Visual Roadmap in README.md

As a potential consumer of the UDS SWF Package, I would like to understand what the development status and timeline for major services are, so that I can make plans accordingly.

Acceptance Criteria:

• The README.md of this repo contains a visual aid that describes:
  • The development status of each service that is planned (Not Started, Initial, Repeatable, Integrated, Managed, General Availability)
  • An ordered list that represents the "roadmap" of which services will be tackled in which order

Example:

When doing this, we would be wise to avoid using dates. Customer Delivery efforts have dates, deadlines, timelines, etc. Product development like this does not. We gather feedback, figure out what the next most valuable thing is to do, and do it. Delivery efforts need an understanding of what this product can do for them and what they need to handle themselves (either because we don't intend to have it be part of this product or we just haven't gotten to it yet).

Delivery deadlines should influence product development, not drive it.
