Need to establish a clear Definition of Done for SWF Capability and Package Stories

As a SWF developer I need a clearly established Definition of Done So that I know what is expected when working SWF stories

Acceptance Criteria

• Documented in the repo(s) -> CONTRIBUTING guidance exists and contains DoD
• Asserts that changes we make do not affect whether we think the pipeline is definitive
  • If the pipelines are not definitive, that means the tests need to be changed
