As a SWF engineer I need to deploy and test GitLab Runner the same way GitLab is deployed and tested So that we can iteratively develop the GitLab Runner capability

Acceptance Criteria

Able to run make test and see it pass definitively within GitHub actions and locally
Basic end-to-end test that can be expanded and improved
