Integrate GitLab with DUBBD

User Story As a software engineer I need GitLab to be usable So that I can track iterative software development efforts

Definition of Done

• Documented, tested, functional Zarf package
• Meets "Integrated capability" definition from Product CODA page

Acceptance Criteria

• [x] GitLab successfully deploys into a Kubernetes cluster
• [x] This initial delivery will assume it's dependencies have been satisfied (key-value, relational, and object store)
• [x] GitLab UI is accessible outside the cluster
• [x] Users can create repositories, push code, create branches, manage MRs; typical git workflows
• [x] peerauthentication is set to strict
• [x] NetPols are deployed in a least privilege manner
• [x] There are upgrade, backup, and restore capabilities (even if it is manual)
• [x] IDAM manages user credentialing, authentication, and access policies
  • This won't be possible until the IDAM package is done, moving to another issue #31
