Description

Add pre release testing
Add build and test on arm64 runner for arm64 arch, moving arch to the github workflow matrix
Update to latest uds-common
Change registry1 sonarqube community image to more stable image ref
Update to latest postgres operator for arm64 support

Can't exactly get a full test on this through to publish since this only happens on release and I don't want to publish things for testing, but I did most of the flow in a branch with a copy of the tag-and-release.yaml modified here: https://github.com/defenseunicorns/uds-package-sonarqube/actions/runs/9455905917
