It's pretty much impossible to predict. I'd say it's probably the only weapon that's a tiny bit unbalanced.

No.

If the preview were visible, a perfect player would block the RAIL every time it is fired, using the PARRY.

Predicting the incoming rail is hard, perhaps, but aiming it is also hard. I fail to see the issue.
