That'd certainly be one way to do it, but i suspect it's best to also shoot the enemy while you do it.
+25% might be too much. Perhaps 10% would make more sense
If a teammate dies near you, instantly regain 10 HP immediately and get +10% damage for 5 seconds. The +10% damage buff does not stack if multiple treammates die, but the timer is reset upon each teammate dying.
A slightly different Kill Regen sort of thing which encourages teamwork.
