Counts the number of hits the enemy managed to land on you. The next time you deal damage to them, deal +1 (or maybe more?) damage for each hit counted and reset the counter.
Hits are counted per enemy, so if enemy A hits you 3 times and enemy B hits you once, and you shoot enemy B, you're only getting 1 bonus damage.
Possibly would also want to reset your counter once regen kicks in.
Obviously, would counter spam while being mostly inconsequential against snipers.
