So...How exactly would this be implemented in game? Can you give any form of visual description, to give an idea of what exactly this will look like in game?
Alright, makes much more sense. I would recommend increasing time taken for the waves to hit, to give time for cover (about 3-4 secs maybe). Would be great for a mass zone restricting device.
Well cover is not necessary, since you can stand "inbetween" the waves and take no damage. The main way to dodge this attack is not by cover, it's by correct positioning

Technically a gun - has a magazine, must reload, etc. However, it requires no aiming. You can't aim it. After a short (~0.5s) windup, it fires a wave in all directions, which instantly expands outwards, and hits everyone in the line of sight.
However. Electromagnetic radiation is waves. Waves oscillate as they travel. A phenomenon known as a https://en.wikipedia.org/wiki/Standing_wave can happen in certain circumstances, resulting in a wave that appears to stand still, and merely change in amplitude.
This phenomenon can often be observed inside of your microwave. It's the reason your microwave spins the food - it's trying to mitigate cold spots, which correlate with the nodes of the standing wave where the wave amplitude is always 0.
So there's your option for dodging this weapon. It creates a standing wave, meaning there are radial bands in which no damage is dealt if you pull the trigger. The goal of the user is to stand in such a way that these no damage bands do not hit the opponent, and the goal of the opponent is to stay in these bands. The windup at the beginning helps with that. Or, of course, you could just find cover.
