I don't see why anyone would want to farm ammo...since any more than one hit, and your farm is dead. So you'd have to wait for regen to kick in, before you can hit again. Besides, you have to wait so long, just for 1 ammo lmfao. I would buff the sniper by a lot, if melee was only giving me 1 ammo per hit, and maybe increase melee dmg and reduce the range in return.

You start with 0 ammo. Reloading switches modes, weapon is belt fed - no magazine to worry about. Hitting enemies with the melee grants 1 ammo per hit.
Interesting weapon which forces the player to alternate their combat range. Get in close to get the ammo, then use that ammo to shoot from afar.
Minor concern about frienemies letting others farm ammo on them. Perhaps it should be on kill and not on hit..?
