No korean language support for alternatetive diretory download

What steps will reproduce the problem?
1. when I try to download my torrent to directory w/ korean name, it 
gets "No such directory" error.
(ie. /volume/video/영화/과속스캔들)

What is the expected output? What do you see instead?
- No such directory, where

What version of the product are you using? On what operating system?
- 1.73 for transmission, 3.10 for remote

Please provide any additional information below.

I think the problem is Transmission not supporting these characters unless you 
know
it works in other clients... I don't see any reason why this app (.NET 
specifically)
wouldn't pass this to the server properly.

Please let me know if you know otherwise.
