Feature request: please add support for watch folder.

settings.json values are:
- watch-dir: String
- watch-dir-enabled: Boolean (default = false)

Unfortunately Transmission provides no way to change these settings through the 
RPC.
If it were added to the RPC protocol I'd certainly add support for it.
