Local time zone support #177

Torrent 'Added At' and 'Completed At' times are UTC, not Windows local time.

Client: v3.13 (build 3655) running on Windows 7 Ultimate 64-bit
Server: transmission-daemon-1.76 on FreeBSD 7.2-RELEASE-p4
