add a LICENCE file #12

Having a licence file is much clearer than embedding the licence in the module, and in the readme.

True for projects with many source files, but here we only have a single relevant file that is actually under any license. Embedded the short MIT license text is perfectly fine. So, it does not really matter. I'd accept a pull request, though.
